Is there a Magic Bullet for Good Governance?

As it happens, there is: any ‘bullet’ that will eliminate most of the ‘grand’ corruption that goes on in a country.

The problem of course is how to achieve that goal. In most countries of the world, the corruption can never be addressed because the persons and institutions who are guilty of corruption are the same person who are in charge of the courts, police forces and other institutions who are supposed to investigate and prosecute the corrupt.

Is there any way out of this chicken and egg situation?
